Ecuador is at a historic turning point: the energy transition has stopped being a distant goal and has become an urgent and strategic necessity. The gradual elimination of fossil-fuel subsidies and the national commitment to sustainability open an unprecedented scenario for the growth of the renewable energy sector. Each year, the State allocates billions of dollars in subsidies to electricity generation, without making the system’s real costs transparent.
This situation has been one of the causes of the recent energy shortages. In this context, the shift toward clean and efficient technologies becomes not only necessary, but highly profitable—especially for the productive sector.

CEO / UNEF – Spanish Photovoltaic Union
José Donoso is an economist and has more than 30 years of experience in the renewable energy sector. He currently serves as CEO of the Spanish Photovoltaic Union (UNEF), an association representing more than 800 companies in the sector in Spain. He is also President of the Spanish Photovoltaic R&D Platform (Fotoplat) and a member of the Advisory Council of the Electricity Market Operator (OMEL).
At the international level, he is a member of the Board of Directors of the Global Solar Council (GSC), the global photovoltaic energy association; a representative of national and European associations on the SolarPower Europe Board (SPE); and a member of Task 1 of the International Energy Agency (IEA).
Executive Secretary / OLACDE – Latin American and Caribbean Energy Organization
He holds a degree in Economics from the University of Chile and a postgraduate degree in International Economics and Economic Development from the Complutense University of Madrid, Spain.
He is an expert in energy and international economic relations. He served as Ambassador of Chile to Uruguay and as Permanent Representative to ALADI, and worked as a Senior Consultant for the Inter-American Development Bank (IDB) in Washington, D.C., United States. He was Minister of Energy from 2016 to 2018 and worked for more than 20 years at the
Ministry of Foreign Affairs, where he held the position of Director General of International Economic Relations between 2014 and 2016.
In 2023, on the occasion of the 50th anniversary of the Latin American Energy Organization (OLACDE), he assumed the position of Executive Secretary.

Representative / IDB – Inter-American Development Bank
An economist and international development specialist, she currently serves as the Representative of the Inter-American Development Bank (IDB) in Ecuador. In this role, she leads the strategic relationship between the IDB and the country, promoting financing initiatives, technical cooperation, and knowledge generation aimed at sustainable development, social inclusion, and institutional strengthening.
She has extensive experience within the IDB, where she has held various technical and leadership positions across Latin America and the Caribbean. Prior to assuming her role in Ecuador, she served as IDB Representative in Guatemala, where she strengthened collaboration with governments, the private sector, and multilateral organizations to advance projects with high social and economic impact.
Throughout her career, Ignez Tristao has stood out for her focus on public policy, social development, and sustainable growth, fostering regional collaboration and innovative solutions tailored to local realities.

Vice Minister of Electricity and Renewable Energy
Electrical Engineer from the Escuela Superior Politécnica del Litoral (ESPOL). He holds a Master’s Degree in Electricity with a specialization in Electrical Systems, awarded by the Universidad Politécnica Salesiana (UPS).
He has 14 years of experience in the electricity sector. Among his key roles, he served as Executive Director of the National Electricity Operator – CENACE. He also held the positions of Director of Electrical Planning and Planning Coordinator at the National Electricity Corporation – CNEL EP – Head Office, where he issued guidelines, policies, and strategic directives to strengthen planning mechanisms within the electrical systems.
He served as Technical Director at the Electric Company of Galápagos, ELECGALAPAGOS S.A., where he was responsible for the operation, maintenance, and expansion of the electricity distribution system of the Galápagos Islands.
The Vice Minister of Electricity and Renewable Energy carries out his responsibilities under the principles of accountability and transparency. His management focuses on promoting a reliable energy system for the benefit of Ecuadorians, with medium- and long-term planning of the electricity sector as a fundamental pillar of his work.

President / CEE – Ecuadorian Business Committee and CIG
With more than 35 years of experience in business leadership, Juan Carlos Navarro has built a distinguished career across diverse business sectors. He is currently pursuing a Master’s degree in Business Administration at Esden Business School in Spain and holds certifications and diplomas in finance, marketing, and exports. He also possesses strong negotiation and leadership skills.
He currently serves as General Manager of Lecroy S.A., a company dedicated to the production of non-precooked pasta under the Presto brand. He has held key positions such as Executive Vice President of Millenium Corp in the Dominican Republic. For four years, he served as Commercial Director for the Caribbean at Hunter del Caribe, where he led significant expansion into strategic markets. In addition, he has held positions as Export Manager at Ecuacerámica and Regional Manager for the Coast at Keramikos, among other strategic roles at companies such as Bioventas 3M, Fitosan, and Pronaca.
In his institutional and trade association career, he was a member of the Executive Committee and Board of Directors of the Guayaquil Chamber of Industries from 2017 to 2024, served as Alternate President from 2023 to 2025, and, in recognition of his outstanding leadership and strategic vision, was elected President of the Board for the 2025–2027 term. He also serves as President of the Ecuadorian Business Committee for the 2025–2026 period, further consolidating his leadership in the development of Ecuador’s industrial sector.

Executive Director (Acting) / Electricity Regulation and Control Agency – ARCONEL
Electrical Engineer and PhD in Electrical Engineering, with a solid technical and academic background and more than a decade of experience in Ecuador’s electricity sector. He currently leads ARCONEL, promoting the modernization, efficiency, and sustainability of the public electricity service, in alignment with national objectives.
He holds a degree in Electrical Engineering from the Escuela Politécnica Nacional of Ecuador and a PhD from the National University of San Juan, Argentina. He has international experience as a visiting researcher at the University of Duisburg-Essen, Germany and has been a scholarship recipient of DAAD and CONICET.
His areas of expertise include electricity markets, energy systems modeling, regulation, distributed generation, and the application of artificial intelligence in power grids.
Throughout his career, he has held technical and strategic positions in institutions such as the Ministry of Electricity and Renewable Energy, CELEC EP, CONELEC, ELECAUSTRO S.A., as well as in the private sector. Prior to his current appointment, he served as Technical Director of Regulation at ARCONEL, playing a key role in the development of regulations for renewable energy and distributed generation.

Director General / AEE – Spanish Wind Energy Association
He holds a degree in Telecommunications Engineering from the Technical University of Madrid and has completed Advanced Management Programs (PDD) at IE Business School and ESADE Business School. He has more than 25 years of experience across sectors including strategic consulting, energy, telecommunications, and critical infrastructure.
Since 2016, he has served as Director General of the Spanish Wind Energy Association (AEE). He currently also holds several leadership positions, including President of the REOLTEC Technology Association; member of the Board of WindEurope, the European wind energy association; member of the Board of Directors of UNE; member of the Executive Committee of the Forum for Electrification; and member of the Market Agents Committee (CAM) of the Iberian Electricity Market Operator.

President / ACOSOL – Colombian Solar Energy Association
A leading figure in the solar photovoltaic energy sector and small-scale self-generation in Colombia and Latin America, he is an electronic engineer and a certified solar photovoltaic technician, with strong postgraduate training in project management, renewable energies, and energy projects. His academic background includes an Official Master’s Degree in
Renewable Energies and Energy Projects, as well as specialized master’s programs in renewable energy and energy project development. In addition, he holds NABCEP certification, is an Internal Auditor for ISO 50001, and has completed various diploma programs in RETIE regulations, energy contract negotiation, and project management.
He is the founder and CEO of Energy Power Green S.A.S., a company with extensive experience in the design, structuring, and implementation of solar photovoltaic energy projects in Colombia. He is also the co-founder and current President of the Colombian Solar Energy Association (ACOSOL), the leading industry association for small-scale self-generation in the country, representing more than 130 companies across the solar value chain.
With more than eleven years of experience in the sector, Miguel Hernández is widely recognized as an expert in the regulation of small-scale self-generation and distributed generation. He has published articles in specialized journals and has participated as a speaker at high-level events in Colombia, Latin America, the United States, Europe, and Asia, addressing technical, regulatory, and strategic issues within the energy sector.
His work focuses on promoting the orderly and sustainable growth of the solar sector, encouraging proper regulatory implementation, technological innovation, and institutional strengthening of the renewable energy ecosystem across the region.

Vice President of the Ecuadorian Association of Carbon, Biodiversity, Natural Resources and Biotrade
(ASOCARBONO EC)
Attorney-at-Law and Doctor of Jurisprudence, specialized in Mining Law, with more than two decades of legal and strategic experience in mining, environmental, and energy matters related to infrastructure project development, becoming a national and international reference in governance and extractive policies.
She has advised key institutions of the Ecuadorian State on the structuring of contracts and regulatory frameworks for large-scale projects. Her professional trajectory includes advisory roles to the Government of Ecuador and collaborations with the World Bank, the Inter-American Development Bank (IDB), the National Mining Company, and local governments in mining governance processes and the application of environmental and social standards as part of multilateral banking loan execution.
She has actively contributed to international negotiation processes, comparative regulation, and social license mechanisms for strategic minerals.
She leads the Mining, Environment, and Energy practice at Puente & Asociados. Founder of the LIDS Think Tank, from which she promotes responsible, innovative mining aligned with sustainable development.

Director of Studies, Projects and information / OLACDE – Latin American and Caribean Energy Organization
Holds a Bachelor degree and a Postgraduate Diploma in Political Science; Master´s degree in Advanced Project Management and Administration; and a Postgraduate degree in Marketing Management. Holds diplomas in International Geopolitics and Regional Integration and Energy Diplomacy. Has a 20-year career in Uruguay´s public sector, where he led the National Directorate of Energy and served as Chairman of the Electricity Market Administration

President / AICE – Ibero-American Energy Trading Association
He holds a degree from Federico Santa María Technical University, a Master of Science in Electrical Engineering from the Polytechnic School of the University of São Paulo, and an Advanced MBA from Adolfo Ibáñez University.
He currently serves as President of the Ibero-American Energy Trading Association (AICE), a multi-association initiative focused on energy trading with a presence across Ibero-America. The association’s mission is to promote the development of free-market energy trading in its member countries, supporting the energy transition and advancing the interests of end consumers. He also serves as Vice President of the Chilean Energy Traders Association (ACEN), which represents companies sharing the common goal of strengthening electricity trading in Chile.
In addition, he is General Manager of Evol, an electricity sector company within the LipiAndes Group. He has 15 years of professional experience in sector regulation, market intelligence, and power supply contract negotiation in Argentina, Chile, Colombia, and Brazil.

Executive Director / ACCE – Colombian Association of Energy Traders
She has a degree in Business Administration from EAFIT University in Medellín, earned in 1992, and a specialization in Marketing from the same institution in 1994. She also completed a specialization in International Business Management at London City College and Schiller University (London, United Kingdom) in 1996, and a specialization in Business Law at the Externado University of Colombia in 2001.
She has 28 years of experience in the electricity sector. She began her career at ISA, where she spent six years in the Wholesale Energy Market Management area, holding positions such as Energy Market Specialist, Registration Team Coordinator, Client Executive, Project Manager, and Acting Director of both the Market Development Director and the Market Operations Director.
For the past 22 years, she has served as Executive Director of the Colombian Association of Energy Traders (ACCE), representing companies that share the common goal of advancing electricity trading in Colombia.
She has also served as a lecturer on topics related to the Wholesale Energy Market, Public Utilities Regulation, Energy Trading, and Contracting at Universidad Pontificia Bolivariana (UPB), EAFIT University in Medellín, Universidad del Norte in Barranquilla, and Externado University of Colombia in Bogotá.

Energy Consultant / IOA – Institute of the Americas
A renewable energy professional with more than 20 years of experience in solar energy policy, business development, marketing, public relations, and financial management across both the private and public sectors. Cecilia currently works as a consultant on renewable energy projects and policies throughout the Americas. Her work focuses on clean distributed generation, agrivoltaics, and community-owned solar projects.
Between 2018 and 2022, Cecilia worked at the Institute of the Americas as Director of the Energy Transition Initiative, where she promoted renewable energy policies and facilitated public-private dialogue to support Latin American countries in developing clean and sustainable electricity markets. She is currently a Non-Resident Fellow at the Institute of the Americas.
In 1998, Cecilia joined Kyocera Solar, Inc., a leading solar technology manufacturer, where she spent 18 years working in business development and government relations. During this time, she collaborated with policymakers and industry associations on the design of solar energy programs, renewable portfolio standards, and distributed generation programs implemented in the United States, Canada, and Mexico. Cecilia has served on the Board of Directors of the California Solar & Storage Association (formerly CalSEIA) and participated in the design and implementation of the California Solar Initiative. She currently serves as Chair of the Board of the San Diego Climate Action Fund and is also a board member of the Clean Energy Credit Union, a national financial institution.

Industrial Physics Engineer from the Monterrey Institute of Technology and Higher Education (ITESM).
Energy sector entrepreneur with more than 18 years of experience in the development of the photovoltaic market in Mexico and Latin America. He is the founder of a business group operating in solar energy, energy storage, electromobility, mounting structures, and industrial solutions linked to the energy transition.
Throughout his career, he has actively participated in the consolidation of solar projects across different market segments, collaborating with the Federal Electricity Commission (CFE) and the World Bank on rural electrification initiatives that have contributed to expanding energy access in remote communities. His approach integrates strategic vision, market development, and technical execution.
He has been a speaker at high-level international forums such as the World Photovoltaic Energy Congress in Europe, Intersolar Munich, and the SNEC Exhibition in Shanghai, sharing Mexico’s experience in solar expansion models and mini-grid distribution systems.
He served as President of the Mexican Photovoltaic Industry Association (AMIF) and of the Sustainable Energy Commission of the Council of Industrial Chambers of Jalisco, playing a key role in fostering coordination between industry, government, and the business sector to strengthen the orderly growth of the industry.
